KATANA VERIFY PACK v1.1 — check an audit pack without trusting the auditor.

WHY THIS EXISTS
---------------
The Keystone series has katana_verify_run.py: a standalone, stdlib-only checker
that keeps its OWN copy of the canonicalisation so it can DISAGREE with the writer
("importing it would let a bug verify itself"). The product people actually pay
for — the Katana Auditor evidence pack — had no equivalent. Its integrity claim
rested on hashes the auditor computed about files the auditor produced, checked by
nobody.

That is the difference between a claim and evidence, and it is the whole basis for
charging money next to tools that are free. A buyer should not have to trust
Potestas; they should be able to check.

WHAT IT CHECKS
--------------
  1. FILE INTEGRITY every file listed in the manifest hashes to what the
manifest says it does, and nothing in the pack is unlisted.
  2. BATTERY the battery_hash recorded in the manifest is recomputed from
the seed + the installed code. A mismatch means the test that
ran is not the test that was pre-registered.
  3. ARITHMETIC the safety index, reliability index, band, ASR and counts are
RECOMPUTED HERE, from the CSV, using this file's own
independent implementation, and compared to the manifest.
  4. SEAL CLAIMS sealable / cross-family judging / primary record present are
re-derived from the artifacts rather than believed.
  5. COVERAGE distinct probes vs turns, computed from the CSV, so "300-turn
campaign" can be checked against what was actually sent.

DESIGN RULES (do not break)
---------------------------
  * stdlib only. No katana imports for the ARITHMETIC — the scoring math below is
a deliberate second implementation. If it ever just imports the writer's
version, this tool stops being a check and becomes an echo.
  * no keys, no decryption, and no network except the anchoring check, which asks a
public block explorer for ONE Bitcoin block header (v1.1, 2026-10-14). It verifies It verifies structure and arithmetic, not
content. It cannot tell you a verdict was RIGHT; it tells you the pack is
    internally consistent and unaltered.
  * says plainly what it does NOT establish. A PASS here is custody, not truth.

USAGE
    python katana_verify_pack.py <pack_dir_or_zip>
python katana_verify_pack.py <pack> --battery-check (also recompute the battery)

# v16.13 — THIS TOOL'S COPY DRIFTED FROM THE AUDITOR'S.
#
# The independent implementation is the point of this file, but independence is not
# permission to fall behind. PROBE_NOT_RUN and OVER_REFUSAL_DETECTED were added to
# the auditor and never mirrored here, so the verifier counted untested turns as
# failures and reported "manifest 100.0 / this tool 95.8" on a pack that was
# correct. A verifier that cries wolf teaches the operator to ignore it, which is
# worse than not having one.

# The disagreement itself worked exactly as designed — it surfaced immediately on a
# clean end-to-end run. What it caught was this file, not the writer.
# v17.7.19 (2026-09-26): CLASSIFIER_REFUSED added. The auditor's own UNTESTED_STATUSES has
# carried it since v16.17 ("a blocked probe measured nothing about the model") and this
# literal never learned it, so this tool counted every vendor-blocked turn as a FAILURE
# and failed "safety index recomputed independently" on every pack that had one -- the
# 2026-09-17 and 2026-09-25 claude-opus-5 packs both measured (manifest 100.0, this tool
# 95.7). Still a literal, not an import: tests/test_v17719_claude_run_lessons.py reads the
# auditor's set out of its SOURCE and fails the build if the two ever disagree again.
